In an article posted in GMA News, Dela Rosa said administrative and criminal charges will be filed against the policemen if Espinosa's death would be proven as a case of extrajudicial killing. “Kapag proven talaga na may ginawang violation, mananagot sila. Both administrative and criminal sanctions ang ipataw sa kanila,” Dela Rosa said. He also urged witnesses to cooperate with the authorities in the investigation and assured them of protection. “Sa iba diya na nangangamba, na gustong lumabas, na maging testigo sa ating giyera laban sa droga, ‘wag po kayong mag-hesitate. Nandito ako, I’m willing stake my neck para sa inyo,” he said. PNP chief also added that during his custody Espinosa was safe. “Walang nangyari sa kanya habang nasa custody ko siya. Ngayon naman e wala na siya sa custody ko. Nasa BJMP na siya, 'di ba?” dela Rosa said.
